 • SCRUM for ERP project

Would invite your comments to the following situation:

We need to develop(from scratch) an ERP system which has the following attributes:

25 modules
500 man-months

To my understanding, a typical ERP need to have comprehensive requirements analysis, architecture design and system design before it could start coding.

Would invite your valuable comments on how we could apply Scrum practices for above mentioned scenario. Especially we will not have "a potentially shippable, tested and working software", during Analysis or Design phase
